ITANAGAR, Mar 10: The 11th Convocation of the Rajiv Gandhi University was held at Doimukh today in a glittering manner where a sea of students and faculty members from various disciplines filled the Rono ground clad in the ceremonial convocation gowns.
Addressing the largest ever convocation gathering, Arunachal Pradesh Governor General (Retd) J.J. Singh, who is also the chief Rector of the central university said that the convocation is an important event in the lives of students, it is from here that students launch into their working lives.

Dwelling on the role and responsibility of the teachers, Singh said teachers need to be innovative and dynamic with a commitment to the noble profession. The future of the society and the world would depend on the way we shape the students, he added.
In his address, the Chancellor of the University Prof Mrinal Miri dwelling on the importance of the education said that education targets the human beings as a whole and aims with varying degrees of success or failure to seek the enlargement of its unity and prevention of its fragmentation.

He further hoped that university would be able to put in place the infrastructure and the facilities with faculty to attract students and research in a combined effort of a University in pursuit of excellence.

The Chancellor conferred Doctorate of Philosophy to Khamgembam Arundas Singh (Economics), Sikhamoni Borgohain, (Economics) Jagannath Upadhaya (Pol. Science) Rajiv Miso (History), Jommi Loyi (History), Tage Habung (History), Jumyir Basar (AITS), Wangrao Taidong(AITS), Olik Taring (AITS) and Radhe Yampi(AITS). Jonali Boruah (Hindi) and Monjumoni Saikia (Hindi) and Naendra Prasad Mohapatra (English) were conferred Doctorate of Philosophy in Languages, while Jahnabee Lakhar Boruah, Pranab Saikia and Bige Yomgam were conferred for Education. In environmental sciences, Kirto Loyi, David Pertin, Bomchak Riba, Rajib Chowhai, Jawan Singh Rawat and Jumri Riba were conferred the Doctorate as Bhaskar Saikia (Botany), Purnima Gogoi(Botany), Oyi Dai(Botany), Debajit Mahanta(Botany), Krishna Chowlu(Botany), Pranjiv Goswami (Zoology), Boni Amin Laskar (Zoology), Anju Jaishi (Zoology), Moushumi Das (Zoology), Kenjum Bagra (Zoology) and Sasanka Jyoti Khound (Zoology) were conferred for Life Science and Information Technology. Candle Light Vigil in Solidarity with Tamar Yoka
ITANAGAR, Mar 10: The Galo Welfare Society (GWS) and the Galo Students Union (GSU) held a Candle Light Vigil in Solidarity with Tamar Yoka, who lost his wife and two young sons on the fateful night of 3rd March at Nirjuli.

GWS also issued a Public Statement in view of an unfortunate pattern of suspected cases of arson where members of the Galo community have been victimized apart from those who suffered arson and vandalism during the recent unrest witnessed in the capital complex in the later half of 2011. While expecting the state government and district administration and police to do their duty, the GWS President, Jarjum Gamlin Ete, also exhorted the participants at the Vigil and the state’s citizenry at large to impart intelligence and crucial information to the investigating agencies in this particular case and all other criminal cases as without a vigilant and proactive public, no agency can do much on its own.
The Vigil group walked from the ground zero till the Police outpost at Nirjuli and petitioned to the OC, Naharlagun to step up on the investigations. It was told that the case would be handed over to the Special Investigating Team on the next day, 11th March 2012.
The GWS and GSU representatives are of the opinion that the State Government must ensure that justice is given to the victim in this case and thereby restore the confidence of the community in the government.
Customary laws to conserve Hornbills
ITANAGAR, Mar 10: In its efforts to conserve the endangered Hornbills in Seijosa area, Ghora Aabhe Society (GAS) has prohibited felling of trees, bamboos and jhum cultivation within the radius of 150 mt to 350 mt from the nesting sites of the bird under customary laws with effective immediately. Violators would be imposed fines upto Rs One lakh, according to a GAS release.
Four rare species including Great Hornbill, Rufus Hornbill, Wreathe Hornbill and Oriental Hornbill are found in Seijosa.
Taking serious note on poaching, hunting, illegal fishing and timber operations in Seijosa area, the society further decided to impose hefty fines on those involved in such illegal activities.
Killing of a Hornbill would invite penalties upto Rs. 50,000 while a fine of Rs.Two lakh would be imposed on killing of a Tiger, the release said. Informers of such illegal activities would be rewarded 50% of the imposed fine, the release added.
These customary laws were adopted by the GAS, a forum of GBs of Seijosa on March one.
While seeking help and cooperation from all in protecting the state bird, GAS said that 10 persons from 9 villages of Seijosa area have got employment in Hornbill Adoption Project, the first of its kind in India.
Presently, GAS along with Nature Conservation Foundation, Mysore, DFO office, Pakke Wildlife Sanctuary (Tiger Reserve) and local people are jointly working for protection of it.
Centre assures to release SSA fund, exhorts state to release share
ITANAGAR, Mar 10: Union Secretary (School Education & Literacy) Anshu Vaish assured to release certain amount of Central fund for SSA as soon as possible. She informed that the Center has not been able to release fund for Arunachal in the current year due to late receipt of State share and exhorted the state government to release its state share before October every year in order to get full Central fund.
She was speaking at the review meeting of the Education Department at Itanagar which was chaired by Education Minister Bosiram Siram. All the DDSEs from the districts and state functionaries of various educational flagship programs attended the meeting.
She informed that the Center has been always considerate towards NE States and that the Center has a soft corner for Arunachal Pradesh.

Later in the afternoon, the Central Team visited DIET Naharlagun and many schools in and around the capital complex including JNV Doimukh. They had a chance to interact with students and teachers and gave valuable inputs to teachers of DIET and schools for quality improvement.

The Central team had come to review the status of implementation of flagship programs especially SSA & Rashtriya Madhyamik Shiksha Abhiyan (RMSA).
During the course of their tour, they visited East Siang, Papum Pare and Lower Subansiri districts and inspected around a dozen educational institutes such as KGBVs, Girls Residential Schools, DIETs , Higher Secondary Schools and ongoing construction sites of RMSA buildings and teachers quarters.

BJP to take up Siang River issue in Parliament

RUKSIN, Mar 10: Former MP and Bharatiya Janata Party (BJP) national secretary, Tapir Gao today said that his party would be taking up the Siang River issue seriously and raise it in the Parliament after a detailed study on the matter.
Gao, who has come to his native village at Ruksin in East Siang district, today informed The Arunachal Times that a central team of his party is arriving at Pasighat tomorrow for the study of the River. Women’s Day celebrated in trouble-
ITANAGAR, Mar 10: The Women’s Day was celebrated at Khonsa under the aegis of District Mahila Congress Committee on March 10 in which women groups from all walks of life enthusiastically participated.
The Women’s Day programme was deferred to March 10 on account of Holi on March 8 to ensure more participation.
Speaking on the occasion, Principal of RK Sarada Mission School Pr. Vedatmaprana asked the women to be caring mothers and sisters adding that today the role and responsibility of women had increased. She said that education of the girl child was of paramount importance to make her a perfect mother and a perfect woman to face the harsh realities of life.
The Mataji appreciated the initiative of the District Congress Committee and said that only observing Women’s Day once in a year would not help but the women leaders should lead the women groups properly by guiding them in proper manner.
Chanyok Rajkumari, ADTH said that the girl child needs special care, especially in a backward district like Tirap. She asked the women to take up jobs wherever possible so that they become economically independent.

Commodity futures for farmers and Panchayat members
Capacity Building Programme
ITANAGAR, Mar 10: NABARD Consultancy Services (NABCONS) Pvt. Ltd, Arunachal Pradesh Regional Office, a wholly owned subsidiary of National Bank for Agriculture and Rural Development (NABARD) organized one day Capacity Building Programme on Commodity Futures for farmers and Panchayat members at Midpu, Doimukh on March 10.
The programme was sponsored by Forward Markets Commission, Government of India which was attended by about 35 farmers, panchayat members, gaon Burahs, and officials from NABCONS and NABARD Arunachal Pradesh RO.
The objective of the programme was to create awareness among the farmers about commodity exchanges and how the farmers can benefit from them.
SN Chalia, DGM, NABCONS in his address explained the concept of commodity markets taking examples of states like Punjab, UP and Haryana. He said that, though the farmers of Arunachal may not participate in commodity Futures Market at present, awareness would help them in giving proper direction their farming activities. Resource persons in the programme were Amar Nangbia Dui, Chairman NN Charitable Society, Upendra Bagh, K.Vaiphei, Dana Tayum, AGM, Manager and Dev. Asst NABARD respectively.
Amar narrated how his NGO collaborated with NABARD in conducting various developmental programmes in the State and advised the participants to take advantages from the programme of NABCONS. Dana Tayum, from NABARD advised the participants for proper selection of their activities based on their skills and taste and pursue the same with dedication.

Apple production-
ITANAGAR, Mar 10: Apple is one of the most important temperate fruit crops of the Tawang district of Arunachal Pradesh. However, in most of the orchards, the growth curve has come to almost a linear stage leaving meager net returns to the growers, even after high investment of money.
Low Production and Productivity: The factors responsible for low production and productivity are: 1. Non adoption of improved varieties like Lal Ambri, Sunhari, Firdous, Shireen and Akbar. 2. Monoculture. 3. High variability of plant material. 4. Poor quality of fruits. 5. Low density plantation. 6. Lack of timely inputs viz., fertilizers, fungicides, insecticides and growth regulators, 7. Poor application of organic manures,8.Improper training and pruning, 9. High pest and disease incidence, 10. Poor post harvest handling and storage. 11. Alternate bearing and 12.Lastly, ignorance of farmers regarding timely cultural and management practices.
Rejuvination of Old orchards is a very serious aspect of apple cultivation in Tawang district as almost all the orchards are very old. Such orchards do not produce annual extension growth because of in adequate fertilization and pruning practices. These orchards need rejuvenation so that farmers can get moderate income instead of heavy loss.
Lack of pollination and pollinizers are also a biggest problem of apple cultivation in Tawang district.For effective pollination 33 percent of pollinizing varieties are needed to obtain adequate fruit set. It is observed that, farmers have played even less than 10 percent plants as pollinizer,which is very low. There is a need to understand by farmers regarding role pollinizer of apple cultivation. The main varieties which are playing vital role as a pollinizer of apple cultivation viz.Golden Delicious, Red Gold, Granny Smith, Tydeman’s Early, Worcestor etc. Therefore, farmers must use beehives and pollinising varieties in their orchards.

Governor visits Tippi
ITANAGAR, Mar 10: Arunachal Pradesh Governor J J Singh visited the Tippi Forest Guest House, near Bhalukpong in West Kameng district on March 9. The guest house was selected for renovation under Tourism Initiative of the state Government.
Accompanied by Chief Conservator of Forest Gopinath Roy and district and forest officials, the Governor trekked to the site and inspected the area. He advised the forest officials not to disturb flora and take utmost care to preserve the treasured wildlife. The governor also called for time bound completion of the project, while Khellong Divisional Forest Officer Neelam Nedo briefed the Governor on the project. Seventeen Forest Guest houses are being proposed under the NEC scheme.
Earlier, the Governor visited Tippi Orchid Research Center. Interacting with the officials and scientists, the Governor urged them propagate the new techniques in orchid farming and help the people in their financial empowerment through it. He emphasized that the technologies should not confined to the laboratories only.
Taking example of Poma Bamboo Project, the Governor suggested that the officials of the Center must go to Panchayat leaders and villagers and motivate them to take up orchid cultivation. The Governor announced to give some saplings of orchids, which he brought from Singapore. Chuku Loma, DFO (Silviculture) apprised the Governor on effort of the centre. The Tipi orchidarium was set up in 1972.
Later, while interacting with Border Road Organization officials, the Governor asked them to take up Balipara – Nechephu road on priority. Let the people know the quality of road BRO is constructing, he stressed. The Governor also met the district officers and advised them to work with dedication and sincerity.
Exorbitant fee alleged
ITANAGAR, Mar 10: Bharatiya Janata Yuva Morcha (BJYM) East Kameng Unit urged the district administration to implement Govt notified rates for obtaining various documents, such as ST certificates, licences/permit etc. in East Kameng district.
Alleging very high and exorbitant rates for obtaining such documents, the youth wing of Bharatiya Janata Party said that the district administration is allegedly charging extra amount of Rs. 45 in addition to actual government rate of Rs.10 for obtaining ST certificate.

ITANAGAR, Mar 10: All East Kameng Border Students’ Union (AEKBSU) and M/s Kameng Gas Agency, Seppa jointly held a meeting at Seppa recently regarding scarcity of LPG cylinder in the district.
AEKBSU informed that during the meeting shortage of LPG cylinder carriage vehicle and limited supply of LPG cylinder by Indian Oil Corporation were discussed.
Meanwhile, M/s Kameng agency assured to look into the problem within March. However, AEKBSU threatened to initiate movement against the agency, if the agency fails to address the LPG cylinder scarcity in the district within March.
Appeal for open bidding process

In a representation to the Deputy Director Urban Development and Housing Daporijo recently, association claimed that despite clear direction given by the central and the state government, many departments are violating the norms by awarding the works without open bidding.
It further appealed to the departments to strictly adhere to SPA’s guidelines and execute the bidding process to ensure transparency.

Addressing the participants, the course coordinator Dr. V KChoudhary, Scientist (Agronomy) apprised the rural farmers of how the rain water and its conservation are important for improving crop productivity. Further, he elaborated the multiple use of water in agriculture to increase the farm income and livelihood. He also briefed on the climate change and its impact on agriculture.
A Kiran Kumar Singh, SMS, Agronomy gave brief description on system of rice intensification and the types of soil and water conservation measures to increase the farm productivity. Dr. SPSingh, SMS, plant protection, besides delivering lecture on mushroom production, detailed the farmers about disease management measures for agricultural and horticultural crops.
Dr. Doni Jini, Scientist Veterinary Extension, briefed about how water can be supplied to pig for higher productivity.

Life without power
ITANAGAR, Mar 10: Imagine life without power in today’s world. But the people of Mechukha, including VIPs, there are coping life without power for the last several months.
The entire Mechukha is reeling under darkness due to acute shortage of power since last several months. The students, who are appearing CBSE examination, are the worst sufferer of this problem, said All Memba Students’ Union (AMSU).

School, Mechukha due to insufficient teaching staff, AMSU appealed to the education department to post teachers, specially in Political Science and English subjects, immediately. House gutted
ITANAGAR, Mar 10: A dwelling house was completely gutted in a fire accident which broke out around 3 pm at Leporiang on March 8. Though there was no report of any human casualty, the household properties were completely destroyed in the fire. Electrical short circuit might be the cause of fire; however, the actual cause of fire accident is yet to be ascertained, according to an official release.
Meanwhile, Circle Officer Hage Tarung visited the spot and gave Rs 5000 as immediate relief to the fire victim. The CO also constituted a board to assess fire damages.
Free eye camp at Tuting
ITANAGAR, Mar 10: Braving the heavy shower, more than 200 patients turned up in the three days free eye camp organized jointly by Society for Health Education and Rural Upliftment (SHERU) and Upper Siang District Health Society at Tuting recently.
A team of eye specialists from State Hospital, Naharlagun, East Siang and Upper Siang district hospitals headed by senior eye specialist Dr. Kaling Darang, State Hospital, Naharlagun performed 14 cataract surgeries during the camp.
Medicated mosquito nets were also distributed to the villagers of Ngaming, Zido, Kopu and Bona.
MP Ninong Ering and MLA Alo Libang attended the inaugural function, while State programme officer, NPCB, directorate of health service, Dr K K Deb participated in the valedictory function held on March 5.
SHERU president Dr. Kombo Rajen lauded Libang and staff of Tuting CHC managed by Karuna Trust (NGO) for their support for the grand success of the camp.
Mushroom cultivation training
ITANAGAR, Mar 10: A one day training programme on oyster mushroom cultivation for Self Help Group (SHG) was conducted by the department of Agriculture, Papum Pare district at Nakar village on March 7. Over 30 SHG members from the village attended the training programme which was sponsored by Agriculture Technology Management Agency (ATMA) Project Director, Papum Pare.
